After the war against the French was successful, the country was temporarily divided into 2 regions. In the North under the socialist regime - In the economic situation, there are still many difficulties due to the post-war war, but the blind in particular and the disabled in general have been concerned and helped by the Party and State. In addition to the School of War Invalids and Eye Defects established by the State in 1955 at 139 Nguyen Thai Hoc, Hanoi, in 1960, the Central Committee for Civil Affairs established a vocational school and production organization for the blind in Bac Giang. The school receives about 100 lonely blind people who have difficulty teaching the profession of making nails, knitting ... Due to many subjective and objective reasons, only 3 or 4 months after the school was dissolved. Also since 1960, in the movement to eradicate illiteracy and supplement the culture, many blind people (especially the blind in Hanoi) have come to night classes to study. About 40 blind young people and teenagers are allowed to enter the primary school enrichment program at Ba Dinh Braille school. Some have been admitted to a number of university in-service.
Having learned and received information about the blind people in socialist countries, the blind people in Vietnam are more and more eager to have their own organizations.
1946 - Due to a great defeat in the local war in the South, the US waged an escalating destructive war to the North. While the resistance against the United States became more and more fierce, on November 26, 1966, the Government of the Democratic Republic of Vietnam issued Circular 202 / CP on policies for the elderly and children. orphaned and disabled.
