Especially since 1943, when Mr. Nguyen Chi Thien was one of the five best students of the school for the blind in Saigon and his wife volunteered to go to Hanoi to raise money to open schools for blind children, the blind in the region. North began to have access to Braille since that day.
After the war against the French was successful, the country was temporarily divided into 2 regions. In the North under the socialist regime - In the economic situation, there are still many difficulties due to the post-war war, but the blind in particular and the disabled in general have been concerned and helped by the Party and State. In addition to the School of War Invalids and Eye Defects established by the State in 1955 at 139 Nguyen Thai Hoc, Hanoi, in 1960, the Central Committee for Civil Affairs established a vocational school and production organization for the blind in Bac Giang.
