The dog whistle is a makeshift device and is useful when dogs find it difficult to make out the human voice, for example, when the dog is far away. The sound of the whistle is carried much further than the human voice.
The human voice communicates emotion. As a result, dogs may not recognize the voice. A dog whistle is useful here because it sounds the same whether the dog owner is upset, excited or pleased.
