Imam Al-Nawawi is the Sheikh of Islam, the scholar of hadith, memorizer, jurist, and linguist. He is one of the most prominent Islamic scholars and Shafi’i jurists. He is famous for his many books and classifications in jurisprudence, hadith, language, and biographies. He is the author of the three most famous books that almost no Muslim home is devoid of, which are: The Forty An-Nawawi, Al-Azkar, and Riyadh Al-Salehin. How did nuclear originate? What is its history and scientific heritage? His nickname is Muhyiddin, and Abu Zakaria, and he was called “Sheikh of the Shafi’is,” “Qutb of the Saints,” “Sheikh of Islam and Muslims,” “Mayor of the Jurists and Hadith scholars,” and “The Elite of the Saints and the Righteous.” He did not waste time, day or night, except in engaging in knowledge. Even when he came and went on the road, he would engage in repetition or reading.

The fatwa occupies a great place in the law of Islam. Through it, the Muslim knows what God Almighty intends regarding what comes and forbids, and what God Almighty likes and what He hates. God Almighty commanded that in His saying (So ask the people of the Remembrance if you do not know), and the Prophet, may God’s prayers and peace be upon him, said (Whoever gives a fatwa Without knowledge, the sin of it is upon the one who gave it. Therefore, the scholars, jurists and fundamentalists, paid great attention to the matter of the fatwa and what is related to it. They mentioned details in this field with regard to the fatwa, the mufti, and the questioner. Among the important and wonderful works in this regard is the book (Etiquette of the Fatwa, the Mufti, and the Questioner) by Al-Nawawi, the well-known Imam. And the lofty mountain, and one of the pillars of Islamic jurisprudence in general and Al-Shafi’i in particular. In this message, he explained his mercy in detail and mentioned many issues and sayings, discussed some of them and favored others, and quoted many quotes from the predecessors in this matter. The message is very important, especially for the seeker of knowledge, and it would be better if it were explained and taught to the students of knowledge. If someone had compiled it, that would have been much better. These excerpts do not replace the original, but rather guide it and direct those who want to learn more about it. The seeker of knowledge should be familiar with this message and have it explained by one of his sheikhs. At the beginning of his treatise, Imam al-Nawawi, may God have mercy on him, issued a quote from the predecessors about the fatwa and its seriousness, including: (I realized one hundred and twenty of the Ansar among the Companions of the Messenger of God, may God bless him and grant him peace. One of them was asked about the issue, and he referred it to this and this to this.) Until it goes back to the first) Abd al-Rahman Ibn Abi Laila. On the authority of Ibn Masoud and Ibn Abbas, may God be pleased with them: Whoever issues a fatwa regarding everything he is asked is crazy. (If one of you leaves a fatwa regarding the issue, even if it came to Omar bin Al-Khattab, may God be pleased with him, the people of Badr would have gathered for it) Al-Shu’abi, Al-Hasan, and Abu Husayn. (I met people who asked one of them about something and he spoke while he was thundering) Ata bin Al-Sa’ib Al-Taba’i. “If a scholar is negligent, I don’t know if his fighter will be injured.” Ibn Abbas. On the authority of Al-Shafi’i, he was asked about a question and he did not answer, so he was told and he said, “Until I know that the merit is in silence or in the answer.” After Imam Al-Nawawi mentioned these and other quotes, he began the body of the message. So to the benefits and nuclear pearls: Know that issuing a fatwa is of great danger, of great significance, and of great merit. Because the mufti is the inheritor of the prophets, may God’s prayers and peace be upon them, and he is responsible for the obligation of sufficiency, but he is vulnerable to error. The mufti is appointed on the authority of God Almighty. The mufti must be an outwardly pious person, known for his apparent religion and remarkable observance. The condition for a mufti: that he be accountable, a Muslim, trustworthy, trustworthy, free from the causes of immorality and breaches of morality, a jurist of the soul, of sound mind, sober in thought, correct in conduct and reasoning, and alert. They agreed that the fatwa of an immoral person is not valid
Excerpts from the book Etiquette of Fatwa by Imam al-Nawawi, may God have mercy on him

★━━A chapter on knowing who is qualified to issue a fatwa━━★

Al-Khatib said, “The imam should review the circumstances of the muftis. Whoever is fit to give a fatwa, he approves it, and whoever is not fit, he prevents him and forbids him to return, and threatens him with punishment if he returns.” The way for the imam to know who is fit to issue a fatwa is to ask the scholars of his time and rely on the reports of those who are trustworthy.

Then he narrated with his chain of transmission on the authority of Malik, may God have mercy on him, who said, “I did not issue a fatwa until seventy testified that I was qualified to do so.”

In one narration, I did not give a fatwa until I asked someone who was more knowledgeable than me whether he saw me as a place for that

Malik said: A man should not consider himself worthy of anything until he asks someone who is more knowledgeable than him
