In the North, under the French colonial period, the blind were always considered as extras of the family and society, they were not educated and were always shunned and rejected by society. In order to have a daily meal, many people have to beg or live quietly under the care of their families. However, with their brains and other senses developing normally, many people have determined to rise up to live by their own abilities. Many people have learned the profession of mulberry, learned to sing Xam and even fortune-telling ... some have become famous Xam artisans, skilled kumquats...

Especially since 1943 when Mr. Nguyen Chi Thien was one of the 5 best students of the school for the blind in Saigon and his wife volunteered to go to Hanoi to raise funds to open a school for blind children, the blind in the region North began to have access to Braille from that day.

After the victory of the resistance war against the French, the country was temporarily divided into two regions. In the North under the socialist regime – In the economic situation, there are still many difficulties caused by the war, but the blind in particular and the disabled in general have been cared for and helped by the Party and State. In addition to the School of War Invalids and Damage, established by the State in 1955 at 139 Nguyen Thai Hoc Hanoi, in 1960, the Central Committee for Civil Affairs established a vocational school and organized production for the blind in Bac Giang. The school received about 100 lonely blind people with difficulties in teaching nail-making, knitting, etc. Due to many subjective and objective reasons, only 3 or 4 months after the school dissolved. Also since 1960, in the movement to eliminate illiteracy and supplement culture, many blind people (especially the blind in Hanoi) have come to night classes to study. About 40 blind young people and teenagers were admitted to the first-level cultural enrichment program at Ba Dinh Braille School. Some people have been admitted to a number of in-service universities
