It is for DEVELOPMENT purposes only, and works on devices up to 4.1.2 without any additional ADB command.

If you Have Nexus 4 (4.2.x) and UP (lollipop), you have to enable USB Debugging and run the command:
>adb shell pm grant br.testing.locale android.permission.CHANGE_CONFIGURATION

If you have a device with root permissions, so you can put it into the /system/app/ folder
