Pada suatu malam di bulan Ramadan, Rasulullah Shallallahu ‘Alaihi Wasallam keluar menuju masjid untuk mendirikan shalat malam. Lalu datanglah beberapa sahabat dan bermakmum di belakang beliau. Ketika Shubuh tiba, orang-orang berbincang-bincang mengenai hal tersebut. Pada malam selanjutnya, jumlah jamaah semakin bertambah daripada sebelumnya. Demikianlah seterusnya hingga tiga malam berturut-turut.

Pada malam keempat, masjid menjadi sesak dan tak mampu menampung seluruh jamaah. Namun Rasulullah Shallallahu ‘Alaihi Wasallam tak kunjung keluar dari kamarnya. Hingga fajar menyingsing, Rasulullah Shallallahu ‘Alaihi Wasallam baru keluar untuk menunaikan shalat Shubuh. Selepas itu beliau berkhutbah, “Saya telah mengetahui kejadian semalam. Akan tetapi saya khawatir shalat itu akan diwajibkan atas kalian sehingga kalian tidak mampu melakukannya.”

Akhirnya shalat malam di bulan Ramadhan dilaksanakan secara sendiri-sendiri. Kondisi seperti itu berlanjut hingga Rasulullah Shallallahu ‘Alaihi Wasallam wafat. Demikian pula pada masa kekhalifahan Abu Bakar dan awal kekhalifahan Umar bin Khattab. Baru kemudian pada tahun ke-4 Hijriah, Khalifah Umar berinisiatif untuk menjadikan shalat tersebut berjamaah dengan satu imam di masjid. Beliau menunjuk Ubay bin Kaab dan Tamim Ad-Dariy sebagai imamnya. Khalifah Umar lalu berkata, “Sebaik-baik bid’ah adalah ini.”

Imam Abu Yusuf pernah bertanya kepada Imam Abu Hanifah tentang shalat tarawih dan apa yang diperbuat oleh Khalifah Umar. Imam Abu Hanifah menjawab, “Tarawih itu sunnah muakkadah (ditekankan). Umar tidak pernah membuat-buat perkara baru dari dirinya sendiri dan beliau bukan seorang pembuat bid’ah. Beliau tak pernah memerintahkan sesuatu kecuali berdasarkan dalil dari dirinya dan sesuai dengan masa Rasulullah Shallallahu ‘Alaihi Wasallam. Umar telah menghidupkan sunnah ini lalu mengumpulkan orang-orang pada Ubay bin Kaab lalu menunaikan shalat itu secara berjamaah, sementara jumlah para sahabat sangat melimpah, baik dari kalangan Muhajirin maupun Anshar, dan tak satu pun yang mengingkari hal itu. Bahkan mereka semua sepakat dan memerintahkan hal yang sama.”
