In the 80s, with the first discussions on the re-democratization of Brazil, born the initiative to set up a non-governmental organization that could keep a more direct and strong performance in support of urban social movements. The team of professionals that gave rise to Steps had already been two previous experiences, even developed in the military era, one in the Coque community (with support Fréres des Hommes - France) and the other by the Archdiocese of Olinda and Recife (in season Dom Helder Camara as Archbishop), with the same objective of contributing to the development of social movements and with them the possibility of improving the living conditions of residents in low-income areas.
In 1982, the Advisory Technical Team, Research and Social Action starts to act more directly and autonomously, assisting community organizations and contributing with popular participation initiatives that slowly were emerging in the communities of Recife, in particular in the areas of occupation.
Over the years, the intervention of the steps in the communities builds the form of work and the specifics of the institution. The activities contemplated for at least 15 years, three lines of action: Training, Communication Studies and Research.
In 1998 there was a significant strategic shift for the organization. The steps set on a more targeted intervention to adolescents and young people, from the recognition of representativeness and the challenges that were set to this public in low-income communities.
Since then, the steps started to develop specific actions with those focused on public policy and training for work and the recognition and strengthening of the youth organization, through support for collective interventions of social multiplication.
Then guided the youth of public policy as a strategic demand that needed to be strengthened and qualified to be included on the public agenda and, therefore, also became part of the institutional agenda.
In 2006, checked the indicators that warned of the precarious living conditions of the population living in Ibura and Jordan districts, the Steps becomes part of a joint Network for Urban Reform in the Administrative Political Region (RPA) 6 whose strategy includes investing in strengthening social organizations base by working with children and their families residents of these communities. Due to direct contact with children and youth, there is a need to incorporate the struggle for children's rights to liability and adolescents in the areas of operation of Steps.
In recent years, it is struggling issues Political Reform, contributing directly to the reflections on the exercise of power; city model with emphasis on the City Statute so that the Master Plans are Participatory; and the effectiveness of public policies, specifically those related to the Right to the City, Youth and Children and Adolescents. At the same time, has contributed to qualified political participation of youth, women, community leaders and the channels and spaces of participation seeking to effect social control.
