The fundamental difference between these two arts is that on origami we fold paper to make artwork while on kirigami the paper is folded and cut to produce works of art.

Many people think that kirigami originated from Japan, but what really happens is the kirigami craft comes from China. Indeed, in China the art of cutting paper is not named kirigami, but all the patterns and ways of making it using scissors have been around for thousands of years. Usually crafted paper crafts are used for religious activities, then afterwards develops in arts and accessories. In the Tang Dynasty the art of cutting paper was made for female headdresses. In fact, during the Song Dynasty, around the 12th century crafting paper was used as a souvenir wrapping. This skill develops according to his time. Afterwards, the skill of cutting paper is actually used as a tool to know the prospective bride has hand skill or not.

Crafting paper then tangent to the origami skills of Japanese. This is due to the pilgrims who travel far from Japan to China. The Japanese pilgrims carry their origami craft.
