In 1981 the head of state of the Republic of Honduras , Brigadier General Policarpo Paz Garcia decided to hand over government to civilians, is when a new constitution was drafted by a Constituent National Assembly and issued by decree No . 131 it was ratified and published in the official Gazette (Honduras) No. 23.612 dated January 20, 1982, entering into force in the act of stamping the signatures and which until today it is the constitution of this Central American country.

PREAMBLE.
We, deputies elected by the sovereign will of the Honduran people, assembled in Constituent Assembly, invoking the protection of God and the example of our forefathers, our faith in the restoration of the Central American union and faithfully interpreting the aspirations of the people we conferred its mandate, ordain and sanction this Constitution to strengthen and perpetuate the rule of law to ensure political, economic and socially just society that affirms the nationality of and conducive conditions for the full realization of man as a human person, within justice, freedom, security, stability, pluralism, peace, representative democracy and good común.1
