DoNER Project Portal is G2G and G2C e-Portal, which has been designed for submission, surveillance and follows up of development projects relating to Northeast falling under the category of Non-Lapsable Central Pool of Resource (NLCPR). The Planning department, the executing department of state Government is now able to receive and transmit documents in electronic mode with a facility of system generated alert messages (SMS & e-mail) thus bring in transparency among stakeholders. Also it saves precious time in sending documents in physical form and relocating them. It results in quicker approval for release of fund. It also helps in keeping surveillance on financial, physical and visual progress for timely completion of projects. This indeed is a major step to bring the people of North East closer to the governance of North East by the Govt. of India. In order to maintain transparency, scanned copy of physical files of ongoing NLCPR projects has been put on DoNER Project Portal for public to access. In addition, the documents uploaded by state government are also instantly available on portal. The release of fund in many projects in current fiscal year, has taken as minimum as 7 to 10 working days as compared to time taken in earlier approval process. This is one of success story of DoNER Project Portal which encompasses Open Source based ICT solutions, Process Reengineering, Human resource, etc. as a major component.
As a way forward, Mobile App for public at large and stakeholders has been developed. The App will facilitate in locating NLCPR projects by sector, state & district, Quick Response (QR) code, PIN code, etc. The project at a glance along with its location on google / bhuvan map can be viewed through App and enables public to share and upload photographs of a project along with GPS coordinates for social audit.
