"No one touches (Al-Qur'an) except those who have been sanctified" [Al-Waqi'ah: 79]

That right, that is intended by the paragraph above is: Nobody can touch the Qur'an in Lawh Mahfouz as confirmed by the previous verse (verse 78) unless the Angels who have been sanctified by Allah Subhanahu wa Ta'ala.

Is not a question that should not touch or hold the Qur'an except the people who clean from hadats large and small hadats. Thus if it is true meaning of God's word above means to be: No one touches the Quran unless they are holy / clean, ie with faa'il form (subjects / actors) not maf'ul (object). In fact Allah says: Nothing is touched (Al-Qur'an) except those who have been sanctified, by form maf'ul (objects) not as faa'il (subject).
