The plaque was edited by "The Hebron Valley - a Torah Research Institute" and is part of the Midreshet Shirat Hevron Midrasha and Shavei Hevron Yeshiva.

The "Jewish Consciousness" department in the Military Rabbinate examines the contents of the soldiers and approves them, and in recent years even divides the books through the military rabbis to soldiers in the field.
