If your chat rate is $0.01/message then $0.01 is transferred from the sender's wallet to your wallet. You do not pay anything for responding to someone's chat message. Call rates apply for each minute you are on a call with someone. If your video call rate is $0.50/minute then $0.50 is transferred to your wallet from caller's wallet every minute you are on a call with him.
