These two NGOs (HRPF Udupi & Cosumer Forum, Basrur) , over the period of three decades, have shown how corruption could be controlled through democratic, apolitical, nonviolent, legal routes with appropriate self-help strategies. The activists firmly believe that educating the common man and empowering him/her to solve his/her own problem is the most effective method for long term results. NGOs have restricted their activity to either guiding and supporting victims in their fight through correspondence and legal battles. Activists have stepped in actively only when victims were illiterate / helpless and have exhausted all their efforts..
NGOs have never resorted to pressure tactics such as Dharna, Fasting, Rallies, Morchas and such other strategies which expose the common man to life threatening situations and involve expenses etc. A modus operandi was developed over the years towards systematic correspondence in the ascending order of bureaucratic/ political hierarchy. Every officer in the department concerned , right up to the Chief Minister have been given enough opportunity to set right their mistakes or to solve the citizens’ problem. In spite of all efforts, when complainants failed to win justice, newspaper columns were used to create public opinion. Further, strategies were also developed to communicate the opinion thus created to the authorities concerned. Complainants were advised to approach the court only as a last resort.
These two NGOs have never charged any fees from citizens in return for the services, guidance and support offered .They never sought any donations from general public , nor have they received any government grants. The day to day expenses were met from the remuneration received from contributions to newspapers, periodicals and from trustees themselves, whenever there was a shortfall.
Trustees have been selected carefully from the society and had to take an oath that they would neither join any political outfit nor receive awards/ recognition from any sources. This was to ensure that nobody enters these NGOs with a private agenda. For the last 32 years 23000 odd cases have been registered by these two NGOs, with a percentage success of 78%. The remaining cases were related to false complaints or misconceptions by the complainant himself/ herself. All the case records have been well preserved and are now archived in the library of the Manipal Insitute of Communications, Manipal.
Apart from an in-house fortnightly newsletter, “Consumer Education”, the NGOs have also published above 3600 articles, seven books / compilations, all of which are well preserved.
