Paulo Roberto Leite de Arruda is 57 years old and is from Vitória de Santo Antão. Married to Raissa de Deus and Melo Albuquerque, he is the father of five children and now has four grandchildren. Graduated in Law, specialized in Administrative Law, he is a Master and PhD in Education.

He joined the educational field as a young man, with the founding of the RADAR College in 1983. In 1998, he designed another project: the Faculty of Writer Osman da Costa Lins (FACOL), a reference in the education of the state. Later, in the year 2000, he created the Educational Foundation of Vitória de Santo Antão (FUNDEVISA).

A hearty sportsman, he founded and was president of Vitoria, who went on to win several titles and become a national reference for women's football. He is currently the honorary president of the team.

He served as substitute Notary and Registrar, Civil Registrar, and Electoral Officer of the Vicaria de Santo Antão district from 1994 to 2000. Also in 2000, he received the Pernambucano Football Federation title from the Pernambuco Football Federation.

In 2009, he was awarded the title of Doctor Honoris Causa, HAME - Honorable World Academy of Education. In 2012, he was awarded the honorary title of Citizen Chagrandese. In 2013, he was awarded by the Brazilian Olympic Committee for the encouragement of Olympic sport.

In 2014, he designed the Governador Marco Maciel University Campus (CDUGMMA), in Conceição II, in Vitoria. In June 2017, during the solemnity in commemoration of the 192 years of the Military Police of Pernambuco, he was decorated with the Pernambuco Medal of Military Police Merit, the highest decoration of the PMPE, and his grant was conceived by the state governor. In December 2017, he was awarded by the City Council of Vitória with the Commendation Mariana Amália, the highest decoration of the municipality.
