In 2004, the federal government launched the Brazil without Homophobia program to combat violence and prejudice against the LGBT population (travestis, transsexuals, gays, lesbians, bisexuals and other groups). Part of it would emphasize the training of educators to address issues related to gender and sexuality.

Through an agreement signed by the National Fund for the Development of Education (FNDE), material was prepared that would be distributed to institutions throughout the country. However, a controversy prevented its circulation. In 2011, when it was ready to be printed, conservative sectors of society and the National Congress launched a campaign against the project.
