The process of NRC Update was taken up in the state of Assam as per order of the Supreme Court of India
in 2013. Since then, the Apex Court has been closely monitoring the entire process. The process of NRC
update in Assam differs from the rest of the country and is governed by Rule 4A and the corresponding
Schedule of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. These
rules have been framed as per the cut-off date of 24th March (Midnight), 1971 decided as per Assam Accord.
The process of receipt of NRC application forms started during the end of May 2015 and ended on 31st Aug
2015. A total of 3,29,91,384 members applied through 68,31,330 applications. The process of scrutiny of
particulars submitted by the applicants started soon thereafter consisting of house to house field verification,
determination of authenticity of documents through the Issuing Authority, hearings for Family Tree
investigation, hearings for married women submitting certificates issued by Gaon Panchayat Secretaries, Lot
Mandals, or Circle Officers. The exercise of NRC Update is a mammoth exercise involving around 52,000
State Government officials carrying out various statutory works for a prolonged period of more than 3 years.
The entire process of NRC update is being meticulously carried out in an objective and transparent manner.
Adequate opportunity of being heard has been given to all persons at every stage of the process. The entire
process is conducted as per statutory provisions and due procedure followed at every stage.
As per Hon’ble Supreme Court orders, Part Draft was published on 31st Dec 2017 consisting of 1.90 Crore
applicants found eligible based on verification completed till that date. Now, on completion of verification of
all applicants, the complete Draft is being published consisting of names of all those persons who have been
found eligible. Accordingly, 2,89,83,677 numbers of persons are found eligible for inclusion in Complete
Draft. The decision of eligibility of following categories of persons are being kept on hold in Draft NRC – D
Voters and their descendants, those persons whose references are pending at Foreigners Tribunals and their
descendants.
Persons who do not find their names in Complete Draft NRC have the legal right to apply again by filing of
claim during the period 30th Aug 2018 to 28th Sept 2018. Starting from 7th Aug 2018, they will be able to know
the reasons for non-inclusion by visiting the NSK and enquiring from the Local Registrar. There is also
provision for filing of objection against any ineligible entry. Corrections, if any, would be made in the spellings
of names or any other particulars. All opportunity will be given to all claimants to establish their eligibility. Only
