“Swabhimaan Odisha-Report” App has been developed for the concurrent and periodic reporting of progress of Swabhimaan project in Odisha, India. Swabhimaan is being piloted in 2 tribal populated blocks of Odisha namely, Koraput Sadar and Pallahara block by Odisha Livelihood Mission (Department of Panchayati Raj, Government of Odisha). The project is being rolled out in 6 intensive and 6 non-intensive Grampanchayats of each of the aforesaid blocks with an objective to improve nutritional outcome of vulnerable women in reproductive age group, pregnant & lactating women as well as adolescent girls. The underlying strategy of this initiative is to identify the vulnerable and left out target groups, linking them with relevant developmental programmes by providing a platform for counselling and furthermore, providing special package of services which would eventually contribute to reduction in child stunting and mortality.
The implementation strategy of Swabhimaan project can be broadly categorised into a) System strengthening and b) Gramapanchayat level federation (GPLF) led activities. Strengthening of existing service delivery systems like health, ICDS, PDS, RD etc., will be done for both intensive and non-intensive GPs whereas, in intensive GPs there will be only GPLF led intervention to achieve different programme outcome. The project is put into operation with the technical support of UNICEF-Odisha. Living Farms, Odisha (a partner of UNICEF) will support in capacity building, All Indian Institute of Medical Science (AIIMS), Bhubaneswar will conduct baseline and end-line survey for project evaluation and Centre for Developmental Studies and Activities, Pune (a partner of UNCEF) will oversee and guide in quality assurance during project implementation. The line departments like, Dept. of Health & Family welfare, Dept. of Women & Child Development, Dept. of Agriculture, Dept. of Horticulture, Dept. of Civil Supply & Consumer Welfare, Dept. of School & Mass Education, Dept. of ST & SC Development and Dept. of Rural Development are the major allies of OLM with respect to the operationalization of Swabhimaan project.
The four target groups of Swabhimaan project are:
o Adolescent Girls (10 to 19 years of age)
o Newlyweds (within 1 year of marriage)
o Pregnant women
o Mothers of child of under 2 years age
The community cadres also know as Community Resource Persons (CRP) assigned by Odisha Livelihood Mission to carry out various community level activities. The CRPs work at the cluster level federations, also called as Poshana Sakhi / Kishori Sakhi in context of the Swabhimaan initiative. Poshana Sakhi / Kishori Sakhi will be responsible to facilitate the community level activities of Swabhimaan Project. The monthly progress of activities will be reported by the Poshana Sakhis / Kishori Sakhis. In order to manoeuvre with this process a Tab based reporting system i.e. “Swabhimaan Odisha-Report” has been developed.
The App has 2 basic sections like, a) reporting of activities for Poshana Sakhi and b) reporting of activities for Kishori Sakhi. The App has been developed in bilingual support (English and Odia) for the ease of reporting by the community cadres as well as for the convenience from monitoring view point. The reporting formats for Poshana Sakhi and Kishori Sakhi comprise 48 and 26 questions respectively. The App provides a platform to update the target group database on monthly basis for each cluster level federation (each Poshana/ Kishori Sakhi). From this reporting process the implementing stakeholders will be able to extrapolate a set of 25 process indicators and 27 performance indicators on monthly basis. These indicators will be flashed on web based dashboard pertaining to the domain name: www.swabhimaanodisha.in. Moreover, it has been proposed to link the App and dashboard with National Rural Livelihood Mission (Govt. of India) in future so as to display the achievements at national level.
