Al-Ibkaar meaning in this great verse is the beginning of the day (morning), while the Al-'Asiyiyy meaning is the end of the day (afternoon).
فاصبر على ما يقولون وسبح بحمد ربك قبل طلوع الشمس وقبل الغروب

"So be patient over what they say and glorify and praising your Lord before sunrise and before sunset (her)" (QS. Qaf: 39).

فسبحان الله حين تمسون وحين تصبحون

"So glorify Allah when ye are in the afternoon and when ye are in the morning" (QS. Ar-Rum: 17).

لأن أقعد مع قوم يذكرون الله تعالى من صلاة الغداة, حتى تطلع الشمس: أحب إلي من أن أعتق أربعة من ولد إسماعيل, ولأن أقعد مع قوم يذكرون الله من صلاة العصر إلى أن تغرب الشمس: أحب إلي من أن أعتق أربعة

"I sat with people who berdzikrullah Ta'ala ranging from (time) Fajr prayer until the sun rises I love more than freeing four slaves from son Ishmael. And I sat with people who berdzikrullah ranging from (time) Asr prayer until the sun goes down I love more than freeing four slaves "(HR. Abu Dawud: 3667, dihasankan by Shaykh al-Albani).

From the great hadith above shows the primacy of people who sit with people who berdzikrullah Exalted from morning prayer until the sun rises more loved by Rasulullah shallallahu 'alaihi wa sallam than freeing four slaves from son Ishmael alaihis greetings, as well as mentioned primacy of people sitting together people who berdzikrullah Ta'ala from Asr prayer until sunset.
