1. The combat charter of the fire protection units determines the organization of fire extinguishing and emergency rescue operations in the Russian Federation by fire protection units, including the personnel’s actions during fire fighting and ASR, the basic principles of control and response of fire departments, for with the exception of extinguishing forest fires, organizing fire extinguishing and carrying out ASR at hazardous production facilities at which mining is carried out.

2. The provisions of the Combat Charter apply to governing bodies, bodies of state fire supervision, units, organizations, regardless of their departmental affiliation, organizational and legal forms, the functions of which include the prevention and suppression of fires, as well as the performance of RSAs combined into territorial (local) fire Rescue garrisons.

3. Fulfillment of the requirements of the Combat Charter is mandatory for all personnel of the governing bodies and fire protection units involved in extinguishing fires and carrying out ASR, and the forces involved in extinguishing fires and carrying out ASR.
4. Fire brigades are involved in extinguishing fires and carrying out associated fire safety measures, as well as for fire safety and other urgent work during the liquidation of accidents, catastrophes and other emergencies in accordance with this Combat Charter, as well as the Procedure for attracting forces and means of fire departments guards, garrisons for extinguishing fires and carrying out ASR.

5. Firefighting and ASR are carried out in accordance with the provisions of this Combat Charter, subject to the observance of labor protection requirements established by the Labor Protection Rules in units of the federal fire service of the State Fire Service and other regulatory legal acts in the field of labor protection.
