National Education states that teachers are professionals. Therefore, the teacher as a professional educator has the function, role and strategic position. Teachers, as professionals, have the vision of the organization of learning in accordance with the principles of professionalism to meet the same rights for every citizen in obtaining quality education.
Law No. 14 Year 2005 on Teachers and Lecturers asserted that teachers are required to have academic qualifications, competence, teaching certificate, physically and mentally healthy, and meet the other qualifications required units of higher education a duty, as well as having the ability to achieve national education goals.
To realize the functions, roles, and these positions, teachers should have academic qualifications, competence, and educator certificate in accordance with the standards of educators. Professional teachers will generate process and outcome quality education in order to realize intelligent beings Indonesia and competitive, the man whose faith and fear of God Almighty,
noble, healthy, knowledgeable, capable, creative, independent, and become citizens of a democratic and responsible.
Professionalism in carrying out the task, the teacher should earn above the minimum living needs to have the opportunity to improve their professional ability. In addition, there should be efforts to maximize function and the strategic role which includes the enforcement of the rights and obligations of teachers, coaching and career development of teachers, legal protection, protection of the profession, as well as occupational safety and health protection.
Strategies to realize the function, role and position of teachers include:
1. The provision of education for the improvement of academic qualifications, competence and professional education to obtain a teaching certificate;
2. The fulfillment of the rights and obligations of teachers as professionals in accordance with the principles of professionalism;
3. The implementation of strategic policy for the appointment, placement, transfer and dismissal of teachers according to the needs, both in number, academic qualifications, competency, and certification is done evenly, objective, transparent, and accountable to ensure continuity of education;
4. The implementation of the strategic policy development and teacher professional development to enhance the professionalism and dedication of professionals;
5. The increase in the award and a guarantee of protection against teachers in the implementation of professional duties;
6. The same recognition between teachers in charge of educational units organized by the community with the teacher in charge of educational units organized by the Government and Local Government;
7. strengthening the responsibility and obligation of the Government and Local Government in realizing the achievement of the education budget to fulfill the rights and obligations of the teacher as a professional educator; and
8. increase community participation in fulfilling the rights and obligations of teachers.
Recognition of the position of teachers as a professional educator is part of the overall effort to reform the national education system which takes into account the implementation of legislation, among other things, about staffing, employment, financial and regional government.
Teaching certificate for teachers in the position can be obtained through professional education or competency test. It is based on the consideration that the acquisition of competence can be done through education, training, and experience are internalized reflectively.
To carry out the mandate of Law Number 14 Year 2005 on Teachers and Lecturers need to set the Indonesian Government Regulation on Teachers.
