    3. Join the National Examination
    4. Pass USBN according to the criteria set by each school

Try to look at point 3. Don't expect you to be "mischievous" if you don't join the National Examination while the UN score is no longer a determinant of graduation. You still have to "participate" in the National Examination.

Continue to see point 4. Based on this new policy, the value of USBN is far more influential on graduation. You could be declared as not passing if your USBN score does not reach the minimum criteria set by the school.
