He was born in 1965 in Malatya. Primary and secondary education in Malatya, graduated from the Faculty of Agriculture, Atatürk University, the Master of the Centenary University, he completed his degree at Selçuk University. Post by TUBITAK found for PhD scholarships in the UK.

As well as areas of specialization Academic and Technical Education, Strategic Planning, Management and Organization, has conducted numerous studies in areas such as Civil Society and Social Entrepreneurship. Three books, 15 research reports and more than 100 research articles have been published. Gave lectures and seminars in many cities, including issues related to the work. Related areas of local, national and international level panel, such as workshops and symposia organized and directed dozens of events.

In 2005, the short name along with a group of friends I Bilsak "Information Highway Education, Culture and Social Research Centre of the" wolf, and made a number of projects here.
