The chambers of Agriculture were established for the first time in 1881. In 1881-1897 the number of agricultural chambers increased to 99. In these years, the services expected from agricultural chambers, which are generally an advisory board, were not considered sufficient. The establishment of agricultural chambers at the district level was ensured with a regulation in 1912. In the beginning, the chambers could not provide enough financial resources, so the rooms could not perform the tasks expected from them. According to articles 6 and 7 of the Law no. 3203 on the Ministry of Agriculture and Tourism, which entered into force in 1937, the agricultural chambers were revitalized and the organization network was expanded in 1940 with the election of many agricultural chambers. However, no successful results were obtained. In the following years, it was understood that there was a need for a special law to enable agricultural chambers to be an active organization that gathered farmers. The Union of Chambers of Agriculture and Agricultural Chambers (TZOB) numbered 6964 came into force in 1957. However, since the statute was not issued in due time, agricultural chambers started to operate in 1963. In the intervening period, some articles of the Law No. 6964 on Chambers of Agriculture and Union of Chambers of Agriculture have been amended by Law No. 1330 in 1971, Law No. 2979 in 1984 and Laws No. 5184 and 5234 in 2004. Agricultural chambers, which are the legal institution of those who are engaged in farming, are the professional institutions which are the public institutions that take their legal basis from the Constitution like other professional organizations. As a matter of fact, as can be seen from the Article 135 of the Constitution, gibi professional organizations with the nature of public institutions Nit can only be established by law. According to the Article 2 of the Law No. 6964 amended by Law No. 5184, the districts of the central district of each province are considered as the activity area of the related agricultural chamber.
