Considering:
a. that the Republic of Indonesia guarantees the welfare of every citizen, including the protection of children's rights which constitute human rights;
b. that the child is trustworthy and gift of God Almighty, who in her inherent dignity and worth as human beings;
c. that the child is a budding, potential, and the younger generation successor to the ideals of national struggle, has a strategic role and have the characteristics and special properties that ensure the continued existence of the nation and the state in the future;
d. that for every child later able to assume this responsibility, then he needs to get the widest possible opportunity to grow and develop optimally, both physically, mentally and socially, and noble, necessary to realize the protection and welfare of children by ensuring towards the fulfillment of their rights and their treatment without discrimination;
e. that to realize the protection and welfare of children required institutional support and legislation that can ensure their implementation;
f. that the various laws only regulate certain matters concerning children and specifically not regulate all aspects relating to the protection of children;
g. that based on the considerations of letters a, b, c, d, e, and f needs to enact a Law on Child Protection;
