What is itsar? Itsar is to put others first in world affairs even though we really need it.

And they (Ansor) have no desire in their hearts for anything that is given to them (Muhajirin); and they put priority (the Muhajirin), over themselves, even though they are in distress. And who is kept from his stinginess, they are the lucky ones. " (Surah Al-Hashr: 9).

What this verse means is that he prioritizes those who need it from their own needs, even though they actually need it. See Tafsir Al-Qur'an Al-'Azhim, 7: 229.
