Since 1963, the Federation has always promoted, in partnership with some State Federation and / or Apae, the National Congress of Apaes, whose main objective is to encourage the modernization of the practices of the services offered, through the exchange of experiences and the validation of care methodologies for people with intellectual and multiple disabilities.

In addition to tradition, having been the gateway to many innovative work and research practices, which have materialized as public policies and many other actions for the benefit of people with disabilities and their families, the event continues to have a vanguard responsibility, being the unique in its thematic area to bring together more than 4,000 people, with more than 200 scientific papers presented and more than 100 confirmed speakers, with an immeasurable impact on Brazilian society in general.

The combination of social organizations representing people with disabilities is increasingly a requirement for advancing the fight for the guarantee of rights, even though the main objective of the Congress is to update institutional practices, thus guaranteeing access to various programs and offers that contribute and guarantee the improvement of people's quality of life, the event also has a social mobilization character, bringing together family members and people with disabilities, in the family and self-management and self-defense forums. In these spaces, themes of interest to families and also people with disabilities are discussed, with their needs and solutions considered, many of the referrals approved in these spaces are approved as structuring programs, which benefit the Network itself.

With an estimated audience of 3,500 people, who are mobilized from all states of Brazil, with managers, technicians and civil servants from the municipal, state and federal spheres, in addition to the official representatives of the different powers, people with disabilities and their families, they also meet to discuss with the organized civil society the various topics of interest to people with disabilities in Brazil.
