EXPLANATORY MEMORANDUM
Madagascar is going through profound changes in the political, social and economic.
These mutations, resulting in the interests of rapid and sustainable development, first at the level of
leaders, by a desire to achieve the main lines of development defined in the PRSP and the
Business Plan and, secondly, by an awareness level of the population, as investors

The clear definition of the responsibilities of each actor;
Securing employment and the fight against unemployment;
The development of a policy of employment in the establishment of the Autonomous Provinces.
Moreover, some major innovations deserve special emphasis.
For example, the rules of hygiene, safety and working environment, which have been
a separate code by Law No. 94-027 of 17 November 1994, now merged with the Labor Code,
for the sake of easy application for more logical.
Furthermore, a National Labor Institute has created the place of the National Center for Education
Factory Girl. In addition to workers' education, the institute's mission is to collaborate on research by
technical departments of labor, employment and social protection and to provide training in
