Then the company moves to Moscow, and from there - to Elista, where on November 22, 1994 it is reregistered into a joint partnership "Khoper Invest". Similar metamorphoses occurred with other Khoprams. All this was done in order to fence off the deceived investor as reliably as possible. The victim of the scam is contacted at the Volgograd address, and they say to him: "The company has moved to Moscow." From the capital he is sent to Kalmykia and so on ...
Two and a half million Russians handed over their vouchers to Khoper. According to the law, the Khoper Invest Fund private equity fund could only purchase assets of privatized enterprises for vouchers.
