Rover is the tool every Hill staffer needs on their smartphone. The app has been specially designed to help keep staffers informed and connected during their busy day. With multi-functionality, including searchable member and staffer profiles featuring position, Issue areas and contact details, a list of daily happy hour specials around the Capitol and an in-built calendar, Rover will become an invaluable resource. The app features profiles of all 535 Members of Congress and staffers including contact details, committee assignments. The app also keeps you informed of the latest legislation and changes in the lobbying industry including registrations, terminations and the latest hiring’s.
 
Searching
 
The Rover app allows the user to search for a plethora of information from the latest bills to staffer and member committee assignments and contact details. The color coordinated search feature creates an intuitive search system with results always just a few clicks away.  From the home screen the user can use the 'Quick Search' bar at the top of the window. The 'Quick Search' will display results from all available fields (Staffer, Member, Lobbyist, and Bill). When searching by 'Staffer', 'Member', 'Lobbyist', or 'Bill' all sub-search categories, such as 'Search By Name', include an automatic result generation feature to speed up the search process and create a user friendly experience.

Hill Specials
 
The Hill Specials tab lists restaurants and bars in close proximity to Capitol Hill with daily happy hour specials. Information includes the time of the happy hour, the happy hour deals, the web address, and location of the restaurant or bar.
 
Calendar

The 'Calendar' tab allows users to schedule meetings that will be saved to the in-built calendar app. When creating a new calendar event, the user can tag a Member, staffer or lobbyists to meet with, write a note about the meeting and set the time and date.
 
Notifications
 
In the 'Notifications' tab users will see the latest staff changes, lobbyists changes, and new legislation. The staff changes are clickable and link to the staffer's profile. The lobbyist changes include the latest lobbying registrations and terminations. The changes are clickable and link to the firm or clients’ profiles.  The 'New Legislation section lists the newest legislation, each bill or act is clickable and links to its respective profile.
 
Settings
 
In the 'Settings' tab the user can change their profile picture by taking a photo or by uploading a photo from the user's photo library on his or her phone. Both options are available through the clickable icons at the bottom center of the user's profile picture.
 
In this tab the user can disable and enable notifications for staff changes, lobbying changes, and new legislation. The user can also change his or her password.
 
In the 'Settings' tab the user can also find the 'Help' page featuring FAQ's and basic instructions. You will also find a 'Contact Us' button which will enable the user to email Rover's customer support team with any questions or feedback they have.
 
From the 'Settings' tab the user is able to log out of their profile.
Allows applications to open network sockets.
Allows applications to access information about networks.
Allows read only access to phone state, including the phone number of the device, current cellular network information, the status of any ongoing calls, and a list of any PhoneAccounts registered on the device.
Allows an application to read from external storage.
Allows an application to write to external storage.
Required to be able to access the camera device.
Allows using PowerManager WakeLocks to keep processor from sleeping or screen from dimming.
