MASAR is a smart phone, tablet and desktop application that assists practitioners and policy makers in creating a plan for monitoring, measurement and evaluation (MM&E) of preventing and countering violent extremism (P/CVE) programs and projects.
“MASAR” means “path” or “trajectory” in Arabic, and MASAR helps steer designers of P/CVE projects on the right “path” to achieving measurable outcomes and projecting the impact in terms of reducing radicalization and recruitment to violent extremism. MASAR provides tutorials on how to evaluate the program’s CVE context, define goals and objectives, set good indicators, determine collection methods, assess resources available, and analyze results. The content of MASAR is a product of Hedayah and the Royal United Services Institute (RUSI), and the App was developed by 21 Unicorns. Phase I of MASAR was supported by contributions from the Government of Canada. Phase II of MASAR was supported by the Australian Department of Foreign Affairs and Trade, the Government of Spain, and the UK Government.
Features:
Glossary and Tutorial
Through structured steps, MASAR guides you on a journey of how to think about MM&E for P/CVE. For unfamiliar terms, MASAR links you to definitions and additional resources for further learning.
Library
MASAR’s Library holds a database of over 250 resources specifically related to monitoring, measurement and evaluation for P/CVE. MASAR also recommends relevant resources for you based on the type of program, target audience, and location.
Case Studies (NEW!)
MASAR users can view case studies of real P/CVE programs in MASAR’s template. Users can see how different programs set goals, defined their Theory of Change statement, determined activities, set indicators, and captured results.
Indicator Generator (NEW!)
In order to aide you in picking good indicators, the indicator generator displays recommended indicators for your program based on the type of program, target audience, and type of intervention. We drew these indicators from an expanded version of UNDP’s original Indicator Bank for PVE.
Chat
As your team is working on the MM&E for your program, you can easily share library items or discuss difficult concepts in the project chat feature in MASAR.
Language (NEW!)
The basic features of MASAR are now available in Arabic!
Export Project Data
For easy reporting, you can export all the information from MASAR into a PDF in the Desktop version.
