Technically, it is not possible to locate the police with the sensors of a normal mobile phone. The detector looks like a real working cop-radar, but it is specifically marked for entertainment!
It is just an animation that looks deceptively real and also behaves so. For example, the police move on the screen. Also, the screen adapts to your smartphone alignment. Like a real radarscanner.

Use the police scanner to trick your friends. They will think that this is a real finder for all cops around you. If at the same time a police car is passing, the illusion will be perfect and take the last doubts, that your smartphone can really detect a policemen by radar.
