Electronic signature certificate of the personnel at the service of the Public Administration:

The AC Public Administration issues these electronic signature certificates (in software or on a cryptographic card) to officials, workforce, statutory and authorized personnel, at the service of the Public Administration, body, public body or public law entity, in the exercise of its functions for the certificate subscriber.

These certificates are qualified in accordance with Regulation (EU) No. 910/2014 of the European Parliament and of the Council.

They are means of electronic signature issued in accordance with Law 40/2015 and Law 18/2011, which jointly confirm:

-the identity of the Signatory (personnel at the service of the Public Administration), and
-the identity of the Administration, body, body or entity of public law where the Signatory exercises its powers, provides its services, or develops its activity.
These public employee certificates have SHA256 signing algorithm, 2048-bit RSA key length, and a 24-month expiration.

Public Employee Certificate:

Public employees may electronically identify themselves to the Public Administrations through:

-Systems based on qualified electronic certificates for electronic signatures issued by providers included in the “Trusted list of certification service providers”.

-Concerted password systems and any other system, which the Administrations consider valid in the terms and conditions established, provided that they have a prior registration as a user that allows guaranteeing their identity, with prior authorization from the General Secretariat for Digital Administration of the Ministry of Territorial Policy and Public Function, which may only be denied for reasons of public security, following a binding report from the Secretary of State for Security of the Ministry of the Interior. The authorization must be issued within a maximum period of three months. This second case is specified by Royal Decree 1671/2009, which partially develops Law 11/2007, with the Electronic Certificate for Public Employees. In article 22, it establishes that:

- Those signature systems will be based on electronic certificates that will be called Public Employee Electronic Certificates.

- They may only be used in the performance of the functions of the position occupied by employees or to interact with public administrations when they admit it.

- In addition to the identification data of the holder, the Public Employee certificate must contain the Public Body or body in which the certificate holder provides services and the body's tax identification number.

Reference is also made to electronic stamp systems, but this is outside the scope of the public employee.
